Personnel Accountability (PAR)

Confirm that everyone is accounted for — by unit and by individual — with live timers since the last check.

PAR (Personnel Accountability Report) is the tool you use to confirm that every unit and every member on the incident is accounted for. It opens from the PAR button in the command tools menu. Units are listed with their head count and a timer showing how long it has been since their last update. You can confirm a whole unit at once, or expand a unit to mark individuals as confirmed or unaccounted for. Every change is sent to the server immediately.

Personnel Accountability

Overview​

The popup lists every unit on the incident, each with a set of personnel rows that appear when you expand it. Units are listed alphabetically by name, and personnel alphabetically within each unit, so the list is in the same order for everyone running the check.

Unit row​

ElementDescription
Unit name and countThe unit's name with its head count in brackets, for example Engine 1 (12). The count is the number of people assigned to that unit.
Last updateThe date and time of that unit's last accountability update, shown as day-month-year with a 12-hour time (for example 14-03-2026 09:42 AM). Hidden until the unit has been updated at least once.
TimerA clock counting up from that unit's last update, in hours, minutes, and seconds. Hidden until the first update.
ConfirmedMarks every member of the unit as accounted for in one tap.
UnaccountedExpands the unit to show its members so you can work through them individually. Tap it again to collapse the unit.

Personnel row​

Personnel rows are hidden until you expand the unit.

Reading the Colors​

StatusMeaning
Confirmed / accounted forThe unit or member has been physically accounted for.
Unaccounted forThe unit or member has not been accounted for. This is the state that needs action.
UnknownNo status has been recorded yet — the starting state, and what Reset returns everything to.
caution

Unknown is not the same as accounted for. A unit with neutral buttons has not been checked at all. Only green means someone confirmed it.

Getting Here​

  1. Open an incident and open its Command View.
  2. In the command tools menu, tap PAR.
  3. The Personnel Accountability popup opens with every unit listed.

Confirming a Whole Unit​

  1. Find the unit in the list.
  2. Tap the unit's Confirmed button.
  3. Every member of that unit is marked accounted for, the button turns green, and the unit's last-update time and timer reset to now.
  4. The change is sent for that unit straight away.

Confirm a unit

tip

For a routine PAR where a company officer reports "all accounted for", one tap on the unit's Confirmed button is the whole job. Only expand a unit when you need to record who specifically is missing.

Checking Individual Members​

  1. Tap the unit's Unaccounted button to expand its personnel rows.
  2. For each person, tap Confirmed or Unaccounted.
  3. The unit row follows the members automatically:
    • When every member is confirmed, the unit turns green.
    • If anyone is left unaccounted for, the unit's Unaccounted button turns red.
  4. Each tap updates the unit's last-update time and is sent immediately.
  5. Tap Unaccounted on the unit row again to collapse it.

Individual accountability

Resetting and Closing​

  1. Tap Reset to clear every unit and member back to unknown. Every unit's cleared state is sent.
  2. Tap Close to leave the popup. On closing, the app checks whether anyone anywhere is still marked unaccounted for and flags the incident accordingly.
caution

Reset clears the whole board, not one unit, and there is no confirmation prompt. Use it at the start of a fresh accountability round, not to correct a single mistake — to fix one entry, just tap the correct button on that row.

tip

The per-unit timer keeps counting up from the last update, so a quick glance tells you which units are overdue for their next accountability check. Pair it with an alert interval in Command Timers so you get a prompt rather than having to remember.

Loading and Empty States​

A unit with no personnelThe unit row shows (0) and expanding it shows no members. Assign people to the unit from its Personnel option on the board.

Someone else is checkingThe list refreshes while it is open as new command data arrives, so another officer's confirmations appear on your screen.

How This Connects​

PAR is the accountability view of the same units and people the rest of the incident already knows about.

  • Where the units come from. The unit list is the units on the command board in Command View. Add, split, or remove a unit there and it changes here.
  • Where the people come from. Each unit's members are the personnel assigned to that unit, drawn from the incident's roster under Additional → Personal. If someone is missing from a PAR check, they are missing from the roster or from the unit — fix it there.
  • What updates it. Every confirmed or unaccounted tap is sent for that one unit as soon as you make it, along with the timestamp. Other people's checks arrive live and redraw the list even while your popup is open, so two officers can work different parts of the board at once.
  • What reads the result. Closing the popup reports whether anyone is still unaccounted for, which is what flags the incident. The last-update times you set are what the unit timers count from, so they are the record of when each unit was last verified.
  • Who else sees it. Everyone with the incident open, on mobile or on the web. PAR is not a private note-to-self.
  • Offline. Your taps are kept on the device and the colors and timers update normally, but nothing is sent. Nobody else can see your check, and the unit timers other people see will still show the old last-update time.
  • On reconnect. Reopen PAR and re-tap the units you checked while offline, so the timestamps and states reach the server. Do not assume an offline check was recorded.

Troubleshooting​

If this happensWhat to do
The unit list is emptyNo units are on the command board. Add them in Command View.
A unit shows (0) membersNobody is assigned to it. Use the unit's Personnel option on the board to assign people.
A member is missing from a unitThey are not on the incident roster or not assigned to that unit. Add them under Additional → Personal, then assign them.
A unit will not turn green after confirming membersOne member is still unaccounted for or unknown. Expand the unit and check every row.
The unit's Unaccounted button is amber, not redThe unit is expanded for a check but nobody is flagged. Amber means "being checked", red means "someone is missing".
A unit has no timerIt has never been updated. Once you confirm it, the timer and last-update time appear.
You tapped Reset by mistakeThere is no undo. Run the accountability round again — every unit has to be re-confirmed.
Your check does not appear for anyone elseYou were offline when you made it. Reconnect, reopen PAR, and make the check again.
Someone else's confirmations keep overwriting yoursYou are both editing the same shared record. Agree who is running the PAR round before you start.
The timers all look overdue at onceNobody has run a check recently, or the incident was reset. Run a fresh round.
